Assistant Town Planner Syllabus Update

For individuals pursuing the role of Assistant Town Planner, it is essential to be thoroughly familiar with the updated syllabus. This comprehensive guide will ensure that candidates are well-prepared for their tasks in urban development, regional planning, and more.

Regional Plan (RP)

Candidates need to understand the fundamentals of regional delimitation and the various surveys required for regional planning. They will learn about analysis and projections, the contents of a regional plan, and the necessary steps for initiating and concluding the regional planning process. Understanding the relationship between state plans and surrounding developments is also critical.

Development Plan (DP) / Master Plan (MP) / Urban Planning

The curriculum covers planning surveys, their types, and duration, as well as in-depth analysis, content, and planning norms. The candidates will engage in public participation processes and learn about implementation and financial aspects, delineation, and the legal and administrative proceedings for starting a development or master plan.

Town Planning Scheme / Zonal Plan

The syllabus includes understanding the concept of original, final, and semi-final plots, incremental contribution (betterment charge), rationale for charging, amenities, and partially beneficial aspects. It also addresses the relation with the Development Plan or Master Plan of Town Planning Scheme (TPS) and the functions of an arbitrator in advance possession.

Building Permission / Development Control Regulations

Candidates will study building bylaws, documents required for development permission, layout plans, Floor Space Index (FSI), Transferable Development Rights (TDR), demographic projections, development charges, and exemptions from development permission. Special attention is given to the township policy, land requirements, developer responsibilities, and Transit-Oriented Development (TOD).

Transportation

Transportation studies involve surveys, road classification, design, grade separation, Public Carriage Unit Standards (PCU), and public transport necessities.

Environmental Aspects

Candidates will learn about the environmental protection acts, global warming, eco-sensitive zones, and the polluter pay principle.

Village Plan

The syllabus covers aspects such as tourism-related planning, surveys, water supply, drainage, solid waste management, connectivity, and central and state scheme-related village development and plans.

Acts and Rules

Key legislation includes the J&K State Town Planning Act, the J&K Development Authority Rules, the Metropolitan Region Development Authorities Act, the Municipal Corporation Act, the Municipal Act, and the 73rd & 74th Amendment Acts.

Architecture

The course will touch on housing architecture, planning and design, construction and management, environmental planning and design, urban design, landscape, conservation, history, and contemporary architecture.

Building Construction and Structural Systems

Candidates will delve into building construction, structural systems, building services, sustainability, AutoCAD, and GIS applications.
